Additionally: * remove sonatype OSS snapshot repository. * remove config to publish threddsIso plugin to downloads, as we no longer use that workflow for hosing download artifacts.

Looks like this is failing because we do not have a TDS 5.7-SNAPSHOT docker image, which likely isn't going to happen before furlough hits. For those who are interested, a SNAPSHOT of the plugin, based on this PR, is available at https://downloads.unidata.ucar.edu/tds/ |

To make using threddsIso easier, the tds-plugin code (as well as the test code) has been pulled into the tds codebase. I'm going to merge this, and then make a PR to disable testing the plugin module on this repo. |
